Alfonso Hernandez Maya is in charge of the General Coordination of User Policy at the Mexican Federal Telecommunications Institute (IFT). He possesses over 15 years of experience, both academic and professional in the telecommunications sector. He is the first Lawyer in Mexico graduated from a Telecommunications Master Degree program. He holds a Ph.D. in Public Administration from Universidad Anáhuac in coordination with Université Sorbonne Nouvelle Paris 3, and a executive certificate in administration and leadership from the MIT Sloan School of Management. Currently, he is studying the LLM in Information Technology Law at the University of Edinburgh. His experience within the Federal Telecommunications Commission (now IFT), has allowed him to become knowledgeable of several aspects of broadcasting and telecommunications issues, as well as the overall operation of the Institution. He has participated in several projects such as spectrum auctions, the design of public policies, analysis of law initiatives, supervision of operators' obligations, proposals of important sanctions, diagnosis of national mobile coverage, among others. In his current charge, he has proposed the creation of several tools and public policies to foster users’ empowerment. Most of these tools and policies are a successful model in Mexico and throughout the world, thus were recognized by the International Telecommunication Union (ITU) and REGULATEL, which is the most important LATAM forum for regulators. He is the author of more than 20 articles and specialized investigations in the telecommunications field. Since 2007, he is a member of the Mexican Institute of Telecommunications Law.
