Prior to commencing a two-year rotation program under Northrop Grumman's CFO, Billy Starkey supported the planning interests of Northrop Grumman's IT sector, providing forecasts and recommendations for market expansion, strategic business capture, teaming, and regional growth. “Delivering industry-leading innovation and best value solutions to our customers takes tremendous effort and careful planning. Applying insights gained from MIT Sloan, Billy played a lead role in developing the price strategy and value proposition for two recent Northrop Grumman prime bid awards — $15 billion Defense Department program supporting global counter-narcoterrorism and a $2 billion National Security Agency program. “Prior to joining industry, I served over 10 years in the Air Force achieving the rank of major. Although I had a credible understanding of my customer base, I still lacked a strategic framework for aligning the needs of my company with the needs of my customers. Shaping business strategies using the Delta Model, partnering with customers and other lead-users for true innovation, and managing technology discriminators as an aggregate portfolio were the keys I needed to help formulate win-win offerings for my customers.
